Management of Career & Higher Education Aspirations of ST Students in 2018-19


    The backwardness of tribes in Kerala stems from their limited employment opportunities. The lack of education and skill development has kept the tribes out of the commendable human development in Kerala. Skill development among tribes is the need of the hour so as to make them confident, self reliant and to develop in them the ability to be a part of decision making. By empowering tribal people through education and skill development can thus enable them to live with dignity and self reliance.

The department has been undertaking skill development training programmes under various schemes   like Corpus     fund, SCA to TSP, Pooled fund, Assistance to self employment and skill development, etc. The year wise break up of skill development training provided by Scheduled tribes Development Department is detailed in table below.

The details of the major schemes for skill development implemented by Scheduled tribes Development Department for Scheduled Tribes Youths in Kerala since 2012-13 are enclosed in Annexure.


Gothrajeevika



Sustainable Livelihood Generation Programme for ST Community, better known by the name ‘Gothrajeevika’ was formulated to benefit the adivasis in all the fourteen districts in the state under the Scheduled Tribe category. Its chief intent is to provide skill development training and encourage the beneficiaries to venture into self-employment. The financial year 2016-17, 1170 beneficiaries are proposed to be given training in the state under Gothrajeevika scheme. Beneficiaries under all categories (except for driving) are provided food and travel allowances during the programme.

Career Guidance Programme - Action Plan


1.    Details of the students who have passed 10 th standard during 2016-17 and the reasons for discontinuance of education have been collected.


2.    A special career guidance Cell has been constituted in the directorate with AD Education as Nodal Officer.


3.    A survey sheet has been sent  to all PO/TDO officers on 21..12..17 for collecting database regarding  educational levels of ST youth in the age group 15-40 and given to TEOs. This may help to plan future educational prospects and vocational training and also create employment to the unemployed ST youth. TEOs are entrusted for collecting information through Committed Social Workers & promoters. A review meeting by the Director is scheduled on 08/01/2018 to review the progress of the survey.


4.    A Special drive for online registration of all eligible ST candidates for PSC examination will be launched in the first week of January 2018.


5.    A Discussion held with Kerala Academy for Skill Excellence (KASE) on 30/12/2017 for formulation of projects on skill development so as to catch the job opportunities across the State, especially on oil and ridge sector, Nursing and Ayurveda Therapy, banking sector. The project will be submitted within a week which will be subsequently placed the next working group.


6.    Four new Post Matric Hostels have been sanctioned which will be functional this Academic year itself. It is proposed to start new post Matric hostels for boys & girls in all districts during 2018-19.


7.    It is also proposed to start Additional Skill development programmes along with regular curriculam especially in MRSs.


8.    A special drive has been started to ensure facilities for online application for higher studies, state & National level Competitive exams.

In order to achieve optimization with regard to the conduct of the training, the programme has been categorized into three phases.


Phase I:

•    Conduct of orientation programme
•    Personal interviews and screening of applicants
•    Selection of beneficiaries
Phase II:

•    Practical training
Phase III:

•    Incorporation of beneficiaries into societies/ventures
